While the author’s conclusion seems like the most logical on it’s surface, just because the target of the swarms are US military bases, doesn’t rule out the fact that it could be the US govt. deploying the drones.

They could be implementing a defense perimeter plan, or they could be just drilling with drones that are housed and based at those respective bases. There are many possibilities. Why would the govt. seem unfazed and unconcerned if it wasn’t something they were conducting?
