This may come as a shock to many in America, but Texas Border Patrol primarily consists of those who live in Texas, ie Texans.

Of course, to work along THAT border you’d better live on the Texas side and not in Mexico.
That being said, the Border Patrol is part of DHS, along with US Customs.
And for the agents, it would be a huge deal to leave federal service and shift to state. People don’t work for the feds for the salaries, but the paid time off, pensions and other benefits, which aren’t portable if you leave.
