The key would be revival of small business.
By deregulation, and removal of tax and paperwork burdens.
Basically, exempt single propietorships from taxes if they have fewer than five employees, and total top line revenues under $200k per full time employee. Indexed by the price of milk, eggs, bread, a Big Mac, and gasoline. Not CPI.
They need only file a revenue/receipts declaration.
