That is propaganda directed at Russian troops. The idea is to lure them into committing war crimes in retaliation for what the Ukrainians claim they are doing to Russian soldiers right now. Its meant to demoralize Russian soldiers. Most importantly though its setting the stage for further accusations against Putin whereby the West is claiming he is a war criminal. The problem for Putin is that he never signed off on some articles of the Geneva Convention. So this looks to me like an attempt to entrap him by enraging Russian troops to retaliate against Ukrainian citizens.
