I came across this today. Never heard it before but its apparently been discussed for years that the Defence Secretary made some surprising comments all the way back in 1997 about how weather could be modified with electromagnetic waves. The Russians have the technology too. I know I don’t have it! Just checked around the house and nope, there is nothing here but brooms and mops. I can clean the place but I can’t make it rain except in the shower. LOL
