This is a Covert way of introducing UBI. The opening round. Once a govt. program gets implemented it only gets larger over time. The $100 seems innocent enough but the key is it is monthly, unlike the stimulus payments that were each one off and had to be debated in Congress each time. This if it gets implemented will be easier to just renew & periodically increase, like any other ongoing govt program that never goes away.
