Russian President Vladimir Putin signed a law on debt forgiveness for certain recruits on Saturday.

Soaring combat losses? I would bet that at this point the ratio of NATO losses to Russian losses is about twenty to one. The NATO side is loosing over two thousand troops per day.
I should add that Russia enlists about thirty five thousand volunteers per month.
