The campaign threw a Hail Mary pass at the last minute, knowing they were going to lose and she got some of that missing $20 million (probably not much) because it was a nice retirement package and she had nothing to lose.

What made it a useless gesture, was it was Iowa, (once important in primary season for their unique, early caucuses).
