Given modern day technologies(we have had computerization for decades) keeping the roles current should be just in time. You have people moving in and out of jurisdictions everyday not to mention, deaths. You should be able to add voters in real time.
But deleting a registration needs a layer of protection given the problem it creates for false positives.
Some of the reasoning can be more certain (death), others problematic.
I would say, send a RED bordered notice to the presumed former address, and delete only after 14 days with no response.
