If you’ve worked in DC, staff at one agency are regularly “detailed” to help out at other agencies. Those can assist where some places are understaffed. In other cases, it can serve as an audition for promotion at the detail location. So POTUS would still have attorneys from DOJ, but on detail, and in customary scale. But they could only draw from a (relatively) non politicized pool.
