Secret Service — ‘We were not in charge of securing properties surrounding the Trump rally.’ ‘This was 100% the responsibility of local police.’
The Secret Service blamed local police for failing to secure the rooftop from which gunman Thomas Matthew Crooks attempted to assassinate former President Donald Trump, insisting it was outside of the perimeter the federal agency was tasked with protecting.
Instead, securing and patrolling the factory grounds of AGR International Inc. — located about 130 yards from the stage where Trump was speaking Saturday — was the responsibility of local Pennsylvania police, Secret Service representative Anthony Gugliemi said, according the New York Times.
The Secret Service was only tasked with covering the grounds where Trump’s rally took place, with local police being recruited to assist with those efforts and secure the area outside of the rally.
Doesn’t answer the “no first fire” question.
SS Rules of Engagement — Secret Service protocol in this situation is to wait until the President is fired upon to return fire.
This is why Secret Service did not shoot first.

Trump’s usual protective Secret Service detail was worked so hard (working 7 days a week with no days off) that many of agents assigned Saturday were temporary replacements from different field offices.
Another Secret Service source says approval for the Counter Sniper Team was only granted the day before the rally – and that is not enough time for a two-man team to do their survey.

I’m actually going to fault Trump for this.
He supposedly has a top flight security team of his own. Where were they?
At the very least, his security chief or a deputy needed to be coordinating security. In the loop w.r.t on site observations, and guiding the principles, protocols, and planning. He should have been aware of the roles, the protocols, and any points of vulnerability. Someone on his team should have been listening to a security channel, where any one person on the interagency team should have alerted everyone to the shooter’s presence.
As for Crabtree’s account … no first fire due to uncertainty over a gun or a telescope? You can’t be serious! The counter snipers had to KNOW it was an AR-15. End of debate. Security has to be Trump’s, SS and local. SS can play lead, but Trump’s security chief (or a deputy) has to have final say. The moment a shooter is SUSPECTED, put Trump’s speech on pause.
