They can state that as a matter of policy, but I’ve seen discussions on Twitter about how platforms still MANAGE the distribution of content discretely.
Shading the extent of reach for certain content.
The sense I get is that its sufficiently hidden that people can only suspect its going on, but have no way to prove it. Dave Collum has been emphatic about this and has run tests to highlight that its going on around his sphere.
The other thing is that in the online world, people can disguise themselves and shout. But if you are prominent and use your real name, retribution will find you. That forces people to Self Censor to keep their jobs, steer clear of IRS, avoid harm to their families, etc.
