Putin is Waiting for Trump to Return
Putin’s synopsis of the current state of the US is ASTONISHING!
He states that the “ruling elite” are behaving like an “empire”, and he is ready to build relations when “fundamental changes” take place.
Pretty much saying when Trump returns, then we can talk.

This is a bit of a silly take, but in line with contemporary political thought. Personal relations may help or hinder relations among nations, but they are not definitive. Since the dissolution of the Soviet Union all American leaders have undertaken a completely foolish policy toward Russia – including Trump. This is the primary reason that NATO is at war with Russia today. Russia is a natural friend and ally of the west, but the west, and the US in particular, would not allow for fraternal relations to develop. They have completely misjudged Russia. Now they confront a military power greater than their own. Although obvious, it is far from clear that they understand this reality. What is clear is that only when the west changes its behaviour, not necessarily its leaders, will Russia, slowly and on her own terms, recalibrate their end of the relationship. Until such a time, Russia has washed her hands of the west. To quote The Godfather, “It’s not personal, it’s business.”

Nice quote but don’t think that has been put into practice anytime since the days of the founding fathers, if then.(At least by the US)
