Years ago, where I lived in Vermont, we had a graduated pricing system where the electricity costs were priced based upon peak and non-peak demand times.
A light would come on in the Front Hall. We learned to stagger anything that took a huge load to the non-peak times. Not a big deal. It was voluntary but a huge savings if you were frugal. We were getting our Hydro from Hydro Quebec and they fleeced Vermont on the rate charges. We rented in a large Golf course community and I believe all the homes/condos were enrolled in the plan. It worked for us. A reward based system, in my opinion, from a free market point of view.
The Smart grid does not give you a choice. There is the difference.
