Between the lines — Biden is referring to how AI can be controlled to implement policy and keeping Americans (his small woke constituency) safe from what his global handlers/admin deem ‘mis-information’.  ie. AI cannot be not be a threat to the gov’t narrative/power.

Musk on the other hand is referring to AI as being that ‘something’ that is a potential danger to the public.  ie. AI cannot be a threat to individual liberties, speech and privacy.
