So at the same time this proposal gets a vote, conservatives in the House need to put forth the NO Exceptions To The Constitution Act(NETTCA) My bill would codify that there ARE NO Exceptions Nor Exemptions To The Constitution. Not for health crises, or any other including war. Since wars are suppose to be declared by Congress, if in such a Declaration there was a need for some power that would be necessary Congress could authorize it in that declaration. Other than that the President (and by extension his cabinet secretaries) have no power to overrule the Constitution.
