What this bloke is talking about is the “Clean Air Zones” where the use of ICE vehicles (ICEV) are severely punished.
At first ICEVs are allowed but must be a newer model. EV’s attract no fee.. Older ICEV attract a hefty fee.
Eventually the heat is turned up on ICEV’s until none of them are exempt from the fee.
Purpose: force all ICEV off the road and EV’s are the only ones on the road except most people can not afford an EV.
We all know that an EV has a huge carbon foot-print even before it’s first km is driven. Thus this policy is to reduce the mobility of the masses.
The 15 minute city is a zoning tool. If you live in a “15 minute city” theoretically no matter where you live you will be able to access the majority of your daily tasks in 15 minutes. There are no physical boundaries or sensors. It will take years through rezoning and development.
Only if the Muni overlays sections of a 15 minute city with Clean Air Zones would the Restrictions be real and onerous.
The Urban Planner I met explained all this and even he thought the Clean Air Zones were evil and affected those at the lower rung of the economic scale. Not fair.
Yes, once these Clean Air Zones are in place, they can squeeze us. Technically the are not 15 minute cities. We must call them for what they are. Nothing to do with time, it’s larger areas than 15 minutes.
