It goes back to Magna Carta, 800 years ago, which makes the State subservient to the sovereignty of the people.
The government serves the people, and each person has sovereignty over the State.
This is the foundation of western civilization.
And for 800 years TPTB have been fighting to surprises the will of the populace as it does not align with corruption and greed!
