And as I said recently about CBDC’s, when they roll it out in the not too distant future, it isn’t going to be optional. They will establish a 3, 6, 12 month timetable before old fashion currency is completely recalled and unuseable. It will be CBDC or nothing. In many less developed countries, eliminating cash is not going to work.
Sweden and Denmark, for example, no issues.
Most African States, however there would be many issues, associated with lack of digital infrastructure.
Issue everyone who establishes a basic account a debit card. If they don’t have the infrastructure for that by now they probably don’t have much of an economy anyway. If it is just local markets trading and bartering you don’t need any currency, digital or paper.
Most of Indian economy is local markets, outside the big cities, where cash is the main medium of exchange. Few have a bank account, let alone a debit card. Maybe 1 billion plus people. Same in rural China and much of Africa….

That is what black markets are and have always been. Under the radar, usually illegal. Doesn’t mean they don’t exist. They operate despite being illegal.
