A massive, accumulating glut of unused COVID-19 vaccines has forced Serum Institute of India (SII), the world’s busiest vaccine manufacturer, to halt production of COVID-19 vaccines. 200 million doses have accumulated in the vaccine producers’ stockpile in what can only be considered a global supply glut. The vaccine producers in some countries increasingly depend on booster initiatives. Could economics as much as a pathogen be an underlying force driving public health decisions?
Once desperate for the existing COVID-19 vaccine products, much of the world’s population now resist the products for a myriad of reasons. These include slowing pandemic concerns about product effectiveness and safety to general vaccine hesitancy. Trust in public health authorities is at a low point as well in many nations as many people picked up on the politicization of health during the crisis.

As reported by Times of India via Bloomberg, the situation is far worse in India where during the Delta surge the government declared a COVID-19 export control to ensure products circulated around India first. Assuming the records are accurate India has vaccinated 61% of its 1.38 billion population and only about 1.8% have received a booster dose, according to Our World in Data.
Around the world producers raced to build capacity given the clear demand last year, but how things have changed as the global vaccine industry faces decreasing demand with ever more producers attempting to enter the market to fight for whatever demand persists.
Bloomberg reported on the global move to a glut and more competitors, and that will more than likely impact blockbuster sales of existing products from the likes of Pfizer, Moderna, and AstraZeneca.
This introduces challenges for regional production in low-and middle-income countries (LMICs), as many countries sought to serve as production hubs such as India or Indonesia: they built up production capacity and now must pay with excess COVID-19 vaccine products. Boosters are probably the key demand generator for these companies. Increasingly, even leaders in the U.S. Food and Drug Administration (FDA) have gone on record that endless boosters aren’t the answer to managing the pandemic. Dr. Peter Marks, director of CBER, shared in an interview that a next-generation vaccine product is needed, but that won’t happen this year.
Unfortunately, a combination of a dynamic, mutating virus and waning vaccine effectiveness have led to a growing crisis in confidence in the vaccines. Heavily vaccinated countries such as Australia, New Zealand, South Korea, and even China are struggling with new Omicron and/or BA.2 surges that, in some cases, are leading to record COVID-19 deaths like in Australia and South Korea.
