Germany and Austria have taken the first formal steps towards gas rationing as officials rushed to avoid a potential halt in deliveries from Russia because of a dispute over payments. If supplies fall short and attempts to lower consumption do not work, the German government would cut off parts of industry from its gas network and give preferential treatment to households.
