   Of course the “Emergency Act” is not legitimate. That goes without saying. It is transparently evil in a country like Canada, where all threats to an ordered society are invariably from the government itself, which becomes unhinged from the law in order to affirm itself as the necessary component of that law. But it is not useless! It is an explicit tool of a totalitarian state, to frighten the population into accepting the diminishment of their rights for the illusion of security.
   Canadians should ask themselves why Quebecers always find these types of laws to be outrageous, yet it is always Quebecers who construct and apply these laws on the country, most often excluding Quebec from the scope of those same laws.
