There are some things that could displease some people.  For example, the bill gives money to Gates’s projects.

Off-guardian asks people to suggest revisions and additions.  One thing I saw somewhere else (forget where) was something I did not understand about criminalizing taking material (I suppose copywrited) for memes and reproducing memes.  Some satire is bad, very bad, I guess.
