Justice reform – she agrees with doing away with Cash Bail system, no bail, out on the streets results in more crime – proven in NYC.
Capital Punishment – anti – apparently there is NO crime so heinous a person should be removed from society or as a financial burden to society – debateable for anyone who hasn't been a victim or family of one.
Reparations – Tulsi believes today's society is still responsible for the deeds of past generations – Probably more nuanced than the socialist dems but still supports the movement. Funny how inter-generational reparations are ok for society as a whole but not for current individual victims (see Cap Punishment policy)
Minimum wage – supports – believes that min wage laws put more $ in the hands of the poor – not too bright – now they get to work multiple jobs with fewer benefits and zero overtime.
Student Debt forgiveness – supports measures to make it easier to shed VOLUNTARILY INCURRED debt owed to taxpayers – I pay taxes, I care and she will never represent my interests.
Free College – College-for-All act (except the wealthy of course).
Slash defence budget spending.

Pro UBI Universal Basic Income – "In early March, Rep. Tulsi Gabbard introduced H.Res.897, a resolution that would provide an emergency non-taxable Universal Basic Payment to all adult Americans until COVID-19 no longer presents a public health emergency." Again, who doesn't want free-non-taxable currency? And I'm sure she'd be the first to end the program once it becomes a human 'right'.

If Pompeo ever stepped down, she’d be a strong contender as SOS, perspective wise.
What I don’t know whether she has what it takes or not, is the tactical angle. She seems a bit naive, when it comes to how to play hard while advancing toward her objectives in the real world as opposed to merely articulating goals on a campaign trail. There are public and private postures, feints, and horsetrading involved. She seems on the credulous side, given her ties to Bernie. But like Trump, she speaks her mind, strays from the party line regularly, and that alone is refreshing.
