If you Americans vote a clean sweep for Democrats in November …this bill will get passed.
Is that OK with anybody ?
Disclaimers: First, I will continue my tendency of trying hard to keep my opinions to myself on the internet to date. Second, I often try to provoke discussion by asking questions or playing devil’s advocate without derailing what I think are reasonable conversations.
Now some scattered points.
The .PDF version at least dates the bill to May of this year, well after COVID-19 had become a big thing.
If you take the bill at its word (note that this is a conditional sentence!!!!!!!!!!!!!), the bill merely provides funding for stuff like the ability to test — moreover it states that it does nothing to go against anything in the lawbooks that protects against privacy. (I will keep silent on this issue, but others may want to discuss further.)
Interestingly, by May 1, 2020, I believe many people were saying that in at least much of the US the public health authorities had so badly botched things that it was way too late for testing and contact tracing to be of much use. Perhaps it would be useful in those parts of the country where people they say no one knows of anyone with COVID-19. However arguably it is just a waste of money for places that have many infections, meaning much of the country.
Thus one criticism could be of a benigner sort, namely that here are a bunch of politicians trying to waste money. For discussion.

In General.—The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may award grants to eligible entities to conduct diagnostic testing for COVID–19, to trace and monitor the contacts of infected individuals, and to support the quarantine of such contacts, through—
(1) mobile health units; and
(2) as necessary, testing individuals and providing individuals with services related to testing and quarantine at their residences.
If you trust the people that are authoring this bill then agreed, nothing for you to be concerned about.
I have another comment, that is somewhat off-topic, and might derail discussion. Feel free to delete, but it is somewhat on tracing, also on compulsion in COVID matters.
It was asked here recently why Japan did not get hit badly. Today I happened upon an essay trying to explain why Thailand supposedly did not get hit hard. I do not know the author or the source. I will leave it to you to decide whether you agree with some of the author’s assumptions, such as that COVID-19 is a significant disease, that wearing masks tends to prevent its spread, as does the tendency for people to stay apart and keep clean.

I did not study it carefully, but as I recall the main points were that although Thailand is badly divided into hostile groups politically and perhaps otherwise, the nation tended to come together about COVID-19. The politicians for some reason left the public health authorities, who tend to be well regarded, alone, and the public health authorities tended to keep politics out of it, and kept the government out it for the most part. A daily broadcast by public health authorities was popular and influential.
Although many things were shut down, and there were restrictions on travel between localities, lots of things were left open, including shopping places and public transportation. People were allowed to come and go freely in their areas. There were no official laws on masks and the like. Instead the TV broadcasts by the public health people emphasized that masks and keeping away from other people was a matter of decency, goodness; personal integrity; respect for self and others. Thus people went around feeling good about wearing masks feeling that they were doing good — they didn’t show off that they were wearing masks to show off or showing off not wearing masks to show that they were flouting the law. They did truly *social* distancing from within rather than something imposed from without. Or so the author asserted.
Also, according to the author, the whole concept came naturally because hygiene is part of the culture. People take of shoes upon returning home. Even the poor shower twice daily and change clothes daily, routinely.
The government did not have money for widespread testing. They caught the disease early enough so they were able to do contact tracing and did in fact enforce quarantine of the relatively small # of cases, so there was compulsion there.

and apparently little or nothing of the signs and barriers to keep apart — just the internal message to be careful and thoughtful and be happy to be doing a good job of it along with everyone else

Suck in germs of all sorts right to your mouth and just leave them there to have babies and parties and then you breath them in all day while suffocating yourself with reduction of good old O2.
