Advanced Notice of a Meeting under Expedited Procedures
It is anticipated that the closed meeting of the Board of Governors of the Federal Reserve System at 11:30 AM on Monday, November 23, 2015, will be held under expedited procedures, as set forth in section 26lb.7 of the Board’s Rules Regarding Public Observation of Meetings, at the Board’s offices at 20th Street and C Streets, N.W., Washington, D.C. The following items of official Board business are tentatively scheduled to be considered at that meeting.

Review and determination by the Board of Governors of the advance and discount rates to be charged by the Federal Reserve Banks.

The fed just telegraphed an interest rate hike for December
I can’t imagine an emergency HIKE here..all they need do is wait
I can’t imagine a CUT here after all the work they have done to prepare us for a rate increase
and the fact they are basically ZERO now .

Yes Fed wants to increase the rate.
Discount rate: The discount rate is the interest rate charged to commercial banks and other depository institutions on loans they receive from their regional Federal Reserve Bank’s lending facility–the discount window. The Federal Reserve Banks offer three discount window programs to depository institutions: primary credit, secondary credit, and seasonal credit, each with its own interest rate. All discount window loans are fully secured.
Fed Fund rate: The interest rate that the borrowing bank pays to the lending bank to borrow the funds is negotiated between the two banks, and the weighted average of this rate across all such transactions is the federal funds effective rate.
I thought in so many years ago FED closed the discount window. This toll was used back in the 1970’s for open market policy.
