Auditor General Karen Hogan released a long-awaited report Monday that blasted the Canada Border Services Agency (CBSA), Public Health Agency of Canada (PHAC), and Public Services and Procurement Canada, the departments responsible for ArriveCAN.
“As a result of the many gaps and weaknesses we found in the project’s design, oversight, and accountability, it did not deliver the best value for taxpayer dollars spent.”

Due to the Canada Border Services Agency’s improper financial record keeping and documentation, the audit was unable to determine the precise cost of the ArriveCAN application. Included in this were concerns from CBSA officials that $12.2 million of the estimate could be unrelated to ArriveCAN and instead be other IT expenses.
“There were multiple instances where costs we determined were related to ArriveCAN were not included and where some other costs were incorrectly included,”
The auditor general’s report also found that there was no competitive bidding process for the app.
