With the US recent limit on China receiving the highest level of computer chips and other top shelf technology and China countering with a suspension of exports of rare earth minerals, it isn’t surprising that Yellen is going back to China. They may or may not make any public announcement, but you can count on the US backing down on any technology limits in order to get China to keep the flow of rare earth metals at some acceptable level to not strangle US industry. It may have to be kept behind the scenes for Democratic domestic political needs, but neither country is going to cut off their nose to spite their face. China wants the top tech and the US needs the rare earth metals.
