Scaling any idea up will be the obstacle.
The answer might be found if enough parents and adults volunteered even part time, especially those with specialized backgrounds.
On a national level, it shouldn’t be hard to forge an ALT basic curriculum outline/trajectory for each discipline area (with variations). Then you graduate by mastery, not age.
