So unlike private citizens who have Constitutional and Bill Of Rights protections of privacy in their personal communications (not withstanding the NSA & FBI ignoring those protections) financial service firms have no such protections. The only reason why they repeatedly avoid following rules to record communications is because they are either breaking the law and or colluding with others to do so.
