More than that. He was advised 6 months earlier to bring the fleet back to the west coast. He purposely left the fleet in Pearl as bait. He knew what he was doing. This was a pattern of behavior that he had established in provoking the Japanese cutting off oil and steel as well as violating Japan’s territorial waters with US destroyers. It was his strategy to involve the US into the war.
