Conclusion:
The recommendation to wear surgical masks to supplement other public health measures did not reduce the SARS-CoV-2 infection rate among wearers by more than 50% in a community with modest infection rates, some degree of social distancing, and uncommon general mask use. The data were compatible with lesser degrees of self-protection.
That conclusion is NOT very clear but reading the Stats
2.1% of the control group tested positive after a month and 1.8% of the masked group did
The results were statistically insignificant

I believe the conclusion of the study is pointing out that there is ZERO benefit to the public from wearing masks. The study size was huge (almost 5,000 participants) and the result is that those that did not wear masks and those that did is virtually identical. Thus a statistically valid study confirming that wearing a masks provides no value.
