It’s above my pay grade to know whether the world is awash in dollars or not. But I do know that some here use that metric to determine the dollar’s likely trajectory and thereby the price in dollars of PM’s.

They are AT LEAST referring to CB assets, aka “high powered or base money”.
Since what they own, is matched by fiat they’ve created to buy it from commercial banks.
