If it’s for ID then Passports already exist — If it is for complete surveillance and digital control then an on-line methodology is required – ie: Real Id.
They don’t need REAL ID to solve the illegal migrant issue.

To vote shouldn’t require passports.
But I don’t trust States and their DMVs to implement Real ID for voting with sufficient care.
My FL DL has real ID, and while I may have used a passport to get it, I’m not confident some states won’t look the other way and issue them with a citizenship confirmation anyway. (Feds may do the same though)
My sense is there needs to be a federal citizenship database, directly accessible to people to doublecheck (their own).
It should show what document was used as proof. BC, PP, naturalization, etc.
And there should be a way to access that record for a one time code, to vote.
Everyone has a DOB and a SSN, as citizens or non citizen adults. Use that to access, read only.
Get the code at home.
Or handheld devices should be made available at the voting centers, while people wait in line.
PS .. and the administrators of that database should be required under penalty of treason, to confirm the documents used as proof. State Dept will have passport records. Counties I think maintain birth certificates. Every county must confirm the validity of the document used as proof, if a BC was used. But there needs to be penalties for abuse. The issue of O’s LFBC is proof enough that BC’s can be forged.
Also, the database should have every address, uniquely defined.
USPS has a set. So does Amazon, as examples.
Then the system administrator should do a DOGE check, to make sure dozens aren’t registered at the same address.
That was one of the scams.
