So of the $100 billion going to accounts with no identifier like a SS#, they estimated that half or $50 billion is likely fraud. Let’s say the other $50 billion is legit. By not having SS#’s or some other identifier, even legit recipients are getting away in many cases with not having to report the income on their taxes because the IRS has no way to know about that income going to individuals and corporations.
