Speaking during an event hosted by the Center for a New American Security, US Deputy Secretary of State Kurt Campbell stated that they have been monitoring Moscow over the last few months to assess if it has regained its strength.
He said invading forces have “almost completely reconstituted,” thanks to the significant surge in its defense spending since the war broke out in February 2022.

This is what they call a limited, modified hangout. In truth, the Russian military is much improved since the SMO began. It is three times larger, it has replaced older effective weapon systems with new, more effective weapon systems, it’s logistics chain is humming, producing ammunition and machines at a much higher rate than NATO, less able commanders have been replaced, their population is solidly behind the military effort, their economy is much improved with more reliable supply lines, and their troops, having rotated in and out of the battle zone, are battle hardened and widespread.
