The article states the ships were equipped with tactical nukes for the first time in 30 years. Wouldn’t it make sense that ships and other military units deploy “tactical” nukes always. The whole idea is you never know when you might be attacked by someone else’s nukes, tactical or otherwise, and you wouldn’t have time to position a response unless they were already deployed to be used on short notice.
