Looks like we have been mislead about the Regulation in effect according to this piece from Dr Alexander..
Does it only apply to Air travellers ? I think …YES

The FEDERAL US rule applies to those arriving by any form of transportation into the US. It has been in the news many times over the past week that US has extended the requirement for vaccination in order to enter the USA until next review in April/23.
There are stories of border guards ignoring the requirement by not asking, however, if they do ask and you don’t have proof then you aren’t allowed in – AND – it may or may not go on your record and restrict future entry when/if this restriction ever gets lifted.
