So Who decides who is “informed”?

I am not familiar with the author but I believe you missed his point. Yes, everyone has a right to his or her’s opinion but one should attempt to have an informed opinion. Not based on the state or anyone else’s preferred opinion but on doing actual research into the facts of an issue. At least that is my take.
I believe the point of the quote is that citizens are not entitled to be ignorant of the real world around them. Of course we all get to interpret what that is however I know many who haven’t even heard the words “Ivermectin” or “Gain of Function”. They have zero concept of the walled garden of information they live in – part of the lie is that multiple information outlets are ‘independent’ when in fact they are controlled by the same entity(ies). At least that’s my take.
