How about this. Let the Greenlanders decide.
Give the US a long-term lease on Greenland with a renewal based upon fixed milestones and responsible stewardship of the land. If you leave the future up to a vote, the newcomers may overwhelm the native born. If the US does not adhere to the terms then the lease is cancelled or not renewed.
Give the US the ability to mine what they need with a revenue sharing split, partial ownership or royalty stream to benefit the Country. Have a Sovereign Wealth Fund. Apply reasonable environmental assessments to facilitate the construction of the operations without unreasonable delays. Could be a boom for the residents and immigration for those needed to build out the country.
The US can build more bases, etc to meet their security needs.
Not perfect but the Greenlanders may have more control over their future if structured well. Otherwise it’s forced upon them without much say.
