Irrespective of whether this claim is accurate, the fact that Russia can test new hypersonic missile systems in an active war zone is strategically very foolish and yet another reason this war should have been ended years ago, or better yet, never allowed to start. It lets Russia gather vast amounts of real world data and operational experience, precisely the kind of learning curve you want to deny a potential adversary.
