We ARE at war with our governments, at least at the federal level.
In the US, states have every reason to be as well. Federalism needs a revival.
Citizens need a taxpayer Bill of Rights, and there should be outright penalties for violating the Constitution, not just legal reversals. Eg, anyone who initiates an action found to be unconstitutional, should be stripped of their position by default. (They are sworn, after all. What does that really mean, today?) That would slow if not stop the erosion we see.
