Countries need a verifiable method to prove citizenship. This method should have nothing else attached except to protect the integrity of the voting system. There has to be some way for this to come about.
Is not a passport suppose to serve that function? ie proof of citizenship. Of course not everyone has one and using it for voting would be problematic. However if used for travel and not other domestic transactions other than those times where proof of citizenship is required, it might work. The govt. should make them permanent and not require periodic renewal. Just a money grab. Should only need to renew if you travel so much that it gets filled up.
