   Sounds a lot like the cleanup after Hurricane Irene in 2011 in VT. There is no Common sense applied to the task at hand.
   I took my tractor with bucket down the road to restore the culvert to a much needed parking lot. A FEMA guy came by and told me to stop. I could have finished the job in 20 min to allow the parking area to be used. Told me I wasn’t an approved contractor. Nothing was done for over a week.

   The hill farms not far from me were cut off from the rest of the world from erosion. FEMA told them to wait until someone comes to restore the road. “Bill” and his neighbour had a source of gravel and filled in the voids so they could get out for supplies. He told me FEMA never came back. Fucking useless. Eventually the Town Works Department came to check it out and graded the road weeks later. What the hell!

   We all helped our neighbours with shovelling out basements and such. We knew no one was going to help them. Never rely on the govt. It will never get done.

   In the rural areas there are loads of heavy equipment on farms that were prevented from use by FEMA. Most rural Vermonters waited until the bastards were gone and got her done. Old time Yankees.
