My comment – consider the ramifications of gov’t data bases being attaked/wiped – instead of asking “who” would be held responsible – it would be debased to “what” was responsible – or perhaps authorities could blame anyone or entity they wish to target.  Also sounds like easy cover for malicious actors – someday.  The story of Frankenstein.
