   First hand experience from Hurricane Irene August 2011 in VT.

   Were prepared for winds but only received massive rain over a short period of time. Bridges, culverts washed out. Buildings flooded.
   The 10′ wide stream running through our backyard rose at least 12′ and took out most of our vegetable garden. The house was spared except for a couple of inches of water in the concrete basement. Zero damage just silt.

   My Landlord lived on a hill farm with a large pond and creek running beside the public gravel road to his home. The creek went through a culvert just before his driveway exited the road. The road washed out but the metal culvert stayed. He and another neighbour were cutoff from leaving their farms. The first day or so they were busy taking care of their land damages. Houses spared.

   A FEMA official showed up while they were busy with their property repairs. He informed them that someone would come around in a couple of days to fill out a work order to restore the road access. The two neighbours then offered to restore the 2′ deep rut that had washed out the public gravel road. Farmers in VT and other places have the equipment to accomplish this with little effort. One of them had a large pile of gravel that is always there to repair their laneways as they are on a slope. The FEMA official told them no they would have to wait. Remember in two days someone would assess and fill out a work order. Who knows when it would get done? The neighbours did not want to be stranded. As soon as FEMA left, they got to work and fixed the problem in no time as good as new or as good as a VT hill farm road is. Well they never saw the assessor who was promised. Just imagine how many others were promised the same.

   I was stopped by a FEMA official while fixing a washout leading to gravel parking lot at a trailhead for the Appalachian Trail (AT) by the house. Why? Federal Land or something and I was not authorized to do the work. The next day I went back with my tractor and filled it in. 20 min work. An old wooden bridge on the AT had washed out and I was making the parking lot usable for anyone who wanted to use the parking lot for a staging area.

   I was of the opinion that only some contractors got the contracts likely at inflated prices. I heard many stories of the same. Useless.
   Disaster relief by residents is frowned on. Liability? I have no idea but little repairs by the locals all add up to savings and getting the job done very quickly. We all pitched in and helped neighbours with cleaning out basements.

   The Federal Government may provide funding for infrastructure, etc but let each State work out the logistics. Each State’s National Guard and locals can do the work. I believe FEMA is top heavy and they don’t know the local terrain. It needs an overhaul.
