Ipso Facto we cannot affect or control Climate or Natural Phenomenae .
No, perhaps we cannot control long-term climate – yet, but it has been demonstrated many times that we can control weather.
Portugal does it for the summer tourist, China did it for the Olympics, the US used it in Vietnam decades ago, etc…
So, yes, a hurricane can be affected, nudged, perhaps initiated by geoengineering.
