There’s a reason Flock cameras are going up so fast
Andy Parrish found a ‘Master Agreement’ made by a Texas group to procure Flock cameras that cities are ’piggybacking off’ of instead of making their own bids for surveillance tech.
Instead of making their own bids for surveillance technology, cities are adopting or “piggybacking off” the Master Agreement. Such a “piggybackable” contract allows cities to circumvent a local policy debate about the merits and drawbacks of Flock cameras by bypassing the normal local request for proposal (RFP) and bidding process. Cities can tell the public the purchase of the cameras was “competitively bid” even though there was no local bidding process.
While Flock cameras are touted as safety tools, according to Parrish, “they are about data collection on us.” He has pointed out that “Everywhere an AI data center has gone up, tens of thousands of Flock cameras go up immediately after,” and that “This happens almost instantaneously.”

Whether that is the PLAN, or just ends up being used nefariously, it will be much worse than the extremes rolled out during Covid.
