Yana Lantratova pointed to a list of 224 Ukrainian citizens whom Russia is prepared to release in exchange for prisoners held by Kiev, but whom the Ukrainian government has declined to accept. Ukraine says the 224 are “useless conscripts” and wishes to exchange or free its experienced fighters and those for whom families have paid a bribe.
