The D.C. Circuit affirmed denial of a preliminary injunction against EO 14399. Democratic committees sued to block directives for DHS citizenship lists and USPS mail-ballot rules. The court held the challenge unripe: the order is not self-executing, requires only feasible lawful action, and no concrete agency steps had yet caused imminent harm. Plaintiffs may renew challenges once rules are implemented. The ruling lets rulemaking continue without reaching the EO’s merits.
